That’s s pretty outrageous abuse.
Anybody else wonder how he got the carpet on board?
I for one am pretty pissed off with ‘disabled’ blue badge holders. They get both priority slots and (more often than not) free parking………many of them have nothing more wrong with them than a stiff back or a dodgy toe-nail.
I think they are extremely anti-social.

Illegal on three counts :
(1) Exceeding the maximum permitted width for a vehilce (6’9″)
(2) Overhanging items on a vehicle must be red flagged
(3) Mobility scooters are not licenced for use on the roadPlus the bloke is a dangerous prat!

Isn’t it a bit ironic that he felt he needed to wear a hi visibility jacket whilst carrying a load the size of a small building?
Presumably if the police had caught him, they would have carpetted him, thrown the samples book at him, made him feel rug justice, and prove why there was no underlaying cause.
