The moment of anticipation
This is it. This is that brief lull before we truly find out where we are with our new government. In the brief interval before the Queen’s speech, while the opposition is flailing around to decide who will lead them and not opposing anything, announcements have flown in, but little has actually been achieved.
And so, before the actual government of the Lib-Con coalition begins, we are caught in that delightful heightened sense of anticipation: will we be diving into a crisp and refreshing era of smaller government and less nannying, less spying? Will we be diving into a tepid sea of the same old death by regulation and state-granted favour? Will the water be a comfortable depth of government, or will we crash head-first into a shallow pond of more nannying and bullying? Will our snorkelling reveal a glorious display of new and interesting freedoms regained, or is there a hungry great white shark waiting to eat away at the handful we have left?
Welcome to that brief moment when anything is possible.

Your metaphor suggests that hypothermia and an absence of any means of rescue, followed by eventual drowning, seems the likeliest outcome.
